Colorado Executive Clemency

Under the Colorado Constitution, the Governor has authority to grant reprieves, commutations, and pardons. Colorado’s Executive Clemency Advisory Board reviews applications and makes recommendations to the Governor.

For an incarcerated person seeking clemency, Colorado Legislative Council describes the formal process as beginning through the person’s Department of Corrections case manager. The completed application is reviewed by DOC and submitted into the executive-clemency process.
